Ack, I'm planning to get started on the java_tools
release now. I'm not sure we can get bazelbuild/bazel#22197 in before Monday. @cushon is currently OOO and I believe there are still some unresolved concerns around the licensing of Oracle graalvm.

Nothing looks like it should require a major version bump (java_tools release aside).
@fmeum @srdo-humio Is there a strong desire to get your changes in Bazel 7.2.0? If so, I think we will need to make this release by Monday.

@hvadehra My changes to rules_java itself aren't that important, but the java_tools update would include relevant Turbine fixes for Java 21 language features and, ideally, also bazelbuild/bazel#22197.

@hvadehra The jmods change is easy to work around locally, but the java_tools update for google/turbine@ff491a5, to allow targeting Java 21 with --release
would be nice.
