Add a project table where user can share their networks to other users in that project

Right now this issue is solved by giving SCAI users elevated access. When multiple users from other organizations are on pybel web, we can invest effort into this

They need it for BI project. So create another role for each specific project.

Okay so we need to add a table for projects and a table connecting projects to users. This will also mean there should be a 1-1 correspondence between a project and a role.

Already created the project table

I guess we don't need the table connecting projects to roles but it would be nice since there's already machinery in the flask-security mixin for lookup of roles. We can sort of duplicate that for user membership of projects and use that code to decide what networks a user has rights to

It would also be cool if we could muck around with the flask-admin views to allow even normal users to manage their projects and add more users

Alternatively, could we just add a Boolean attribute to each role to designate if it's corresponding to a project?

We should come up with a views and a diagram of how users will interact with projects before making a data model
