Turns out that we cannot really easily fix this issue. Saving layout doesn't do the trick here, since the user preferences window needs to be closed. And when you call the User Preferences, then the window starts with the defaults. Which is with the hide editor type menu off. Like you would drag-open a new editor window in the interface. And it will come back every time you open the User Preferences.
I can't think of a good solution here. Removing the menu completely is no solution. You might trap users when they switch from other editor types to the user preferences. So i think we simply live with this little menu staying visible in the user preferences.
So closing this issue.
