Test suite may fail: "could not find postmaster"

On some of my smoker systems the test suite fails:

could not find postmaster, please set appropriate PATH or POSTGRES_HOME at /home/cpansand/.cpan/build/2018072622/Test-PostgreSQL-1.26-65wnsr/blib/lib/Test/PostgreSQL.pm line 241.

Dubious, test returned 2 (wstat 512, 0x200)
No subtests run

It seems that the perl module Test::PostgreSQL may be installed even if postgresql is not installed, but using it in this situations is causing failures.
