Yep it is in the Lua. Looks like it calls through to cstdlib's getenv. I will check to see if the bug still remains probably tonight with this build.

I forgot I'm using it here: https://github.com/bkaradzic/bx/blob/master/premake/toolchain.lua#L68 for testing does env var exist, and it works on all platforms.
