Currently with sublime text 2 it will auto complete any word in the file already.
By setting:

"auto_complete_commit_on_tab": true, 

then it will work by hitting tab instead of enter.
Though I I understand that this might be a bit burdensome for every word. I think I will work on this, unless you want to. Another feature I am thinking about adding would be to highlight any variable name that isn't in the usevariable statement. But I am not sure there is a way to get around it when "ALL" is specified.

EDIT:

It seems that currently without a custom plugin it is not possible.
I think for now we will just have to rely on the auto-completion feature of every word that st2 offers.
It is a bit unfortunate.

Update:

After spending a few hours trying to do it.
I don't think I can highlight invalid variable names without writing my own plugin as well.
