I met the same issue. I found solution in author's description:"To be able to authenticate please make sure that base_url option is configured properly and your browser can access the redirect URI (it doesn’t have to be accessible from the Internet, it can be even localhost)."

The problem here is actually that the "Redirect URI" needs to be https (restriction by azure). My HA runs only on http which makes it impossible to authenticate.
I manually fixed it by changing the URL that is behind the "authenticate" link in home assistant and ched the callback URL to https so that it matches the redirect URI I added on the azure portal (which must be https)
