See this helpful thread on the Blackbaud Community:
Power BI Connector: 'Expression.Error: Access to the resource is forbidden.'
The missing step is related to the App’s scope:
- After creating the Power BI app in the Sky Developer’s portal, open the app’s details page and edit the Scope to allow “Full data access.”
- Then go back into the Marketplace and accept the changes (as the admin) to allow it to work. Marketplace > Manage > Power BI Connector (your app) > Security, confirm that full data access is allowed.
- Open Power BI Desktop and walk through the Get Data steps.
