This is working as designed. Frigate's autotracking will continue to track objects in the frame, including objects that become stationary, until they disappear.

Even if an enhancement were to be made to move the camera back to the return_preset after an object was found to be stationary, any re-detections of that object in the required_zones that cause it to be marked as non-stationary would trigger autotracking again.

As the docs say, a full-frame zone isn't recommended. Frigate will continue to autotrack any object that enters any of the required_zones until the object either moves out of the frame, the PTZ is not capable of any more movement, or Frigate loses track of it.

In your case, the best solution is to use a few smaller required_zones (perhaps one at the entrance and at the base of the stairs?) and/or a home automation platform like Home Assistant with an automation to call the camera back to the preset with your required conditions.
