Weak ref is set to enable by default in chrome 84, (Beginning of July ?)

It's reasonable to assume that node 14 will also get it enabled by default

Re-thinking it
It's unsafe to let FinalizationRegistry call direct cleanup without locks
And we don't have locks built-in
The api will need to be that FinalizationRegistry creates internal queue, and the user may acquire lock and run function will do the actual work

And the user will need to explicitly call collectGarbage to actually free the memory
