WebDriverManager 5.6.4 is out. This release contains the #1222, which I believe should fix this issue. Maybe the cache should be cleared at least one (see doc). I'm closing this issue. If the problem still happens, please open a new issue reporting all the required info in the issue template.

5.6.4 worked for me, with the addition of the clear cache instruction on setup line:
WebDriverManager.chromedriver().clearDriverCache().setup();

Same here. I can confirm that changing the download URL in the webdrivermanager.properties file as described in #1222 solves the download problem.
