Two plugin files are involved: heal_selection.py and resynthesizer.exe. The message says the latter file is not properly installed. Insure that the file exists and that it has proper execute permissions. This is the most common issue, and there are many more detailed answers you can consult.

I've got the exact same issue,
WIndows 10,
GIMP version is 2.10.34 (Revision 2)
Python 3.9.5 (tags/v3.9.5:0a7dcbd, May 3 2021, 17:27:52) [MSC v.1928 64 bit (AMD64)] on win32

I'm 100% positive I've installed the plugin in the correct location, i.e., ....\lib\gimp\2.0\plug-ins as you can see in the traceback and the screenshot.

After installing, the options I expected to see in Filters > Enhance do show up, but the one I am supposed to see in Filters > Map does NOT show... there is no option "Resynthesize"

Ok, Fixed it, the instructions mentioned in the README_WINDOWS.txt file included in the zip are omitting one very important detail. Currently, it states to place ALL files in the plugin folder.
What it should have mentioned is that both executables need to be in a PATH folder, once I placed them in a folder present in my PATH env.var. it ran without any issue and the Resynthesize option showed up in Filters > Map
