I've actually run some tests to figure out where the slow down is occurring, and it's not with the 19 band raster, as that extracts relatively quickly. The problem appears to be with the vector layer, which contains around 70k rows and about 15 columns (soil type polygons and their percentages).

I just did a comparison to Arcgis extract multivalue tools.
62,000 points
2000 vector attributes
23 rasters
This tool was faster by a ratio of over 1000 to 1 (really).
