your system's time should not be localtime!
Your system time should be UTC and the timezone set to a local modifier, which means that when you call time() you get a UTC time...

Also guild_member.communication_disabled_until is always 11PM when i retrieve a member from discord who have a timeout.

I debugged a bit and for me it seems that the issue is in the time parser.

Because this test will return a timestamp that is 11PM:
