createTask没有校验id_list中agentId是否存在，manger会无限重试。

知道问题所在了，我忘记更改id_list的AgentID了。但是那个报错日志是不是应该更加友好一点。或者不应该一直重试吧。

说明todo_list为空，任务不会下发。

manager日志里面的报错，是其他任务（Server_AgentStat和Server_AgentList）下发时的重试报错。这部分报错是因为redis的publish和sub失败导致的重试。忽略即可。
