Call Mat.getDoubleBuffer() and call get() on that.
Ideally, we would have a nice API such as the one explained in this comment:
https://code.google.com/p/javacv/issues/detail?id=317#c71
But we're still waiting for someone to start working on that. If you would like to make a nice contribution, please let me know! thanks

The nicer API is now available: bytedeco/javacpp@4d8dc9d bytedeco/javacpp-presets@ab8bde3
After declaring something like DoubleIndexer idx = Mat.createIndexer() we can call idx.get(i, j) to get the elements of the matrix more easily than with a Buffer.
