I believe what you are looking for is more something like the following:

IplImage yuvImage = IplImage.create(width, height * 3 / 2, IPL_DEPTH_8U, 1);
yuvImage.getByteBuffer().put(data);
IplImage bgrImage = IplImage.create(width, height, IPL_DEPTH_8U, 3);
cvCvtColor(yuvImage, bgrImage, CV_YUV2BGR_NV21);
cvSaveImage("/mnt/sdcard/result.jpg", bgrImage);

And that works fine here.

May i ask about academic background of this resolution? Why is the yuvImage in 1 channel and 3/2 portion of height?

This line:

Size dstSz(sz.width, sz.height * 2 / 3);

https://github.com/Itseez/opencv/blob/2.4/modules/imgproc/src/color.cpp#L4231

It doesn't check the number of channels though so actually we can put anything we want for that.
