It's unlikely to be added to Toybox soon (none of us are actively adding new feature, really), you could try using BubbleTweak's combat animation slider, and see if that is close to what you are looking for.

Well, tried that mod, and by the looks of it, this mod simply modify game time scale, everything is speed up, not just animation, including timers in real time combat, so it don't really help in with this issue.
