It looks like this broke in truffle 5.4.25.

A workaround is to use the cli reporter flag added in that release:

truffle test --reporter eth-gas-reporter

Mocha configuration options in the truffle.config.js still work as expected, but for some reason a config defined reporter isn't picked up automatically anymore. You have to specify it at the command line. Will open an issue at truffle about this.

I have the same isue. The report doesn't show with truffle 5.4.26. 😭
