Let's close this to focus discussion on the pull request. For what it is worth, Sphinx is the de-facto standard in the Python community. There is no cross-language de-facto standard for documentation and in fact some might argue that if there is a standard it is Docbook. That's what the largest number of corporations use and that's what most technical writers know and understand. Coincidentally the old documentation for chardet was generated by docbook but we do not appear to have any of those files anymore to edit and regenerate those files with.
