CLI init first time

1. You must first have "poetry" installed on your system.
2. Then you have to do poetry install inside the cli folder.
3. When you have done within cli poetry install
4. You can do poetry run python cli/__init__.py --help
5. Let's say poetry run python cli/__ init __.py is the chatfaq command (The chatfaq command does not exist, it would have to be installed, the installation is not implemented)
6. From there you can do poetry run python cli/__init__.py datasets --help
   etc...
