Chef manages entire files and does not add / remove individual portions of files. This is a cornerstone of how we ensure consistency across nodes regardless of when nodes converged. Adding the functionality you're requesting goes against this and would cause unintended consequences. Thanks for taking the time to file this issue, but I'm going to close it out and this point.
