@giogimic - why are you running 1.6.4 rather than 1.7.10?

EDIT: Oh, you're on forge. That complicates things - it's likely a mod you have that caused the error, rather than anything in Citizens.

Running a Technic Mod Pack and the mod pack version is 1.6.4, Since Minecraft gets really boring without mods now.

i@giogimic Could you try this out for me? It's just a build I compiled from the 1.6.x branch

If it doesn't work, it's most likely something in a mod you have.
