Further more Units adjacent to the city of the new civ cannot attack (hitting "yes" has no effect):

unless the unit moves at least one tile away from the new civ's city and back, which also leads to the greetings message:

Only then does the civ turn up in the list of known civs in the diplomacy window.

NB: The same message is issued if the slave uprising (here incited by an Abolitionist) was defeated by the local units of the city.

In that case the message can be regarded as correct, though it might be more appropriate to count only conquered civs that at least existed for one full turn (in regard to a message and the points given for conquering).
