If you Google around for "glmnet error no. 7777", you'll see that it corresponds to "All used predictors have zero variance". In your case, X is monovalued, which makes it impossible to fit (i.e. there is an infinite set of slopes and intercepts that will maximize the likelihood for a given value of the penalty).
If you're just trying to make toy data, perhaps try X = np.random.normal(size=(22,1)) instead.
