All users need to be in the same list so it becomes something like:

 user = [

      "username"       = "${local.mq_admin_user}"
      "password"       = "${local.mq_admin_password}"
      "groups"         = ["admin"]
      "console_access" = true
    },
    {
      "username" = "${local.mq_application_user}"
      "password" = "${local.mq_application_password}"
    }
  ]

I had the same issue on Terraform v0.12.29
Have manage to be valid like this:

  user {
      username       = local.mq_admin_user
      password       = local.mq_admin_password
      groups         = ["admin"]
      console_access = true
    }
    
  user {
      username = local.mq_application_user
      password = local.mq_application_password
    }
