It is defined in config file. not hardcoded.
Not too much optons here: in cluster nodes should share the munge key and slurm.conf.

1. you can use the same ids for slurm and munge users on all nodes
2. you can use ldap for it
3. you can do those files world readable.

3 - it not an really option. munge will complain. it is the security flaw.
2. putting ldap into picture creates (unneeded) dependency - increase debug efforts and installation time

1. actually the "best practice", i don't know the projects without slurm&munge being hardcoded in shadow.

So, answering "we cannot be certain", we need to. Otherwise we should not "hardcode" usernames, ips, ports and service names. In our "probabilistic" universe we cannot be certain that the particular item is not occupied already.
