You should update git submodules before building:
git submodule update --init

I am talking about the release tarballs which don't contain any git directories ;)

But I found this:

The last comment suggests usage of git subtree.

There's a git-subtree based branch now: https://github.com/cocaine/cocaine-core/tree/git-subtrees-src. We'll test it out and merge if everything's good with that approach.
