Footer: Help : Create a competition page not showing content

http://screencast.com/t/4LruCo6YXlT shows that the help link and page is correct, the "create a competition" page is incorrectly styled..

Changing the title to reflect that.

Reopening as classifying as Task.

user is able to arrive at somewhat blank Help Page via http://cl-test1-ubuntu.cloudapp.net/help
and then may click a link and arrive at http://cl-test1-ubuntu.cloudapp.net/help/create_competition

Will we reinstate the Help Page? (if so, it needs some updating)

Help Page was previously available by way of a question mark icon (?) beside the Create Competition button.
