On main jazzer_libfuzzer is not a local_repository, but an http_archive, which does not require a WORKSPACE file to be present.
If you are trying to build Jazzer with your own custom modifications, just create an empty WORKSPACE file in the directory that your local_repository points to.
Please reopen if that doesn't resolve the problem for you.
