Is it possible you ran rails new ... with a 4.1 version of the rails gem and changed the rails version afterwards in the Gemfile. The API used config/environments/*.rb changed between 4.0 and 4.1. Please check if your development.rb file starts with Rails.application.configure instead of using the 4.0 API Cmstest::Application.configure.

If I'm right, the savest bet is to start from scratch and generate your rails application using the 4.0 version of the rails command right from the start. You can check the version by calling rails -v. Consider using rvm and seperate gemsets if you have to work with different rails versions on one machine.
