If I go into the migration and remove the :force => true bit, this migration will run without issue.

Strange. Does the version of Postgres matter at all, 8 🆚 9?

I'm not able to reproduce this on a fresh rails 3.2.2 app using PostgreSQL 9.1.1 and the pg gem.
Postgis_adapter might actually be the issue judging from the backtrace:
/Users/jake/.rvm/gems/ruby-1.9.2-p290@test/bundler/gems/postgis_adapter-a1b5f0a55c43/lib/postgis_adapter.rb:179:in `create_table'

Thanks for testing that path, @bryckbost , at least I have a workaround now and can migrate my db when I need to.
