Well, the user says that no other plugins were installed, but from the video at least one plugin is installed : Jetpack

I have done some debugging as I'm experiencing the same issue as @mplusb

As you will see from the HTML markup below that 14655 comes before 14659:

But when querying the database I get the opposite:

I believe the plugin to be working correctly as I have debugged at every stage of the reordering process and found no issues. I have also checked the plugin is resetting the orderby to menu_order and to order to ASC (which it does). That said it still doesn't explain why it is happening, I am running on Wordpress 5.0.2 and using WooCommerce for my products post type.

I have however worked something out which definitely solves my issue in the meantime. Forcing the state by clicking on the sort tab as seen here below:

I get the correct order for my products and stays corrected when I refresh. If you cannot see this tab then you can try the following URL:
edit.php?post_type=[CUSTOM POST TYPE HERE]&orderby=menu_order&order=ASC

If this becomes an issue on more sites then may require further investigation.
