seems like you could just use the always-generated conaninfo.txt for the timestamp...

And I guess you'd probably need a CMake cache variable to keep track of the last-run command line (profile, options, settings, etc), since you need to rerun if those change too.

It's probably a good idea to look into what pmm does. It only reruns conan install when necessary

pmm does pretty much what was suggested here: it uses conaninfo.txt as the timestamp file, https://github.com/vector-of-bool/pmm/blob/develop/pmm/conan.cmake#L323, and it records/compares the previous command line used https://github.com/vector-of-bool/pmm/blob/develop/pmm/conan.cmake#L353-L356 (though by writing its own _prev_conan_install_cmd.txt instead of using an entry in CMake cache).
