I think there is no problem with the exception occurring because "" is invalid path.
If you want to parse hocon file, use path that is not empty.

So how can I deserialize this hocon file to this Pojo?

hocon:

name = sample
database {
  url = localhost
  user = usr
  password = pass
}

pojo:

public class Config {
    String name;
    Database database;
}

hocon file should be like this:

config {
  name = sample
  database {
    url = localhost
    user = usr
    password = pass
  }
}

And you can extract with this code
ConfigFactory.load().extract<Config>("config")
