This looks like a strange error /etc/selinux/config should not be getting this error. If you repeat the build does it happen again?

yup, i can see this consistently, no matter how many times i run rpmbuilds in succession.

Are you using the RHEL docker-selinux branch on Fedora?

nope, for rhel I use the rhel-1.9 branch, and for fedora i use fedora (previously fedora-1.9) branch
I see this even with the Makefile at /usr/share/selinux/devel/Makefile. Just that if I run sudo make..., I don't see the permission denied messages on /etc/selinux/config, but those duplicate definition messages are still seen.
