currently I'm using shlex to parse the string, do you know what docker-compose use?

BTW: to avoid this pass it as a list

No I do not know what docker-compose is using to parse the strings. A quick search in the docker-compose repo finds shlex in some error messages so maybe the used to use shlex too and moved to another parser? I'm not too familar with the docker-compose source code so I don't know where to look for the parser in the source files.

With the list version podman-compose does start the container but it doesn't execute the substitution.

      PORT: ${PORT:-8080}

in the compose file does not get replaced inside the nginx.config. It still looks like

listen ${PORT}

while it should look like:

listen 8080
