Thanks for moving the issue to the appropriate project.
Upon further investigation it seems some of our builds are "blocked" from further submissions to the program registry, even though we can't find any build jobs in the APR-UI. The message we receive from the anchor cli is:
"An error occured: Build already in progress"
When we look back in our CI system the first time this happend it seems the anchor server had some trouble receiving the build files, and responded with
"<html>\n<head><title>502 Bad Gateway</title></head>\n<body>\n<center><h1>502 Bad Gateway</h1></center>\n<hr><center>nginx/1.18.0 (Ubuntu)</center>\n</body>\n</html>\n"
Could it be there are some lost builds in the system that are blocking?
