Create Github Action Bot 2 for CDP Instance Creation

Because we don't want to manage terraform or pulumi state, it is likely easiest to use a combination of the dev infrastructure commands in cdp-backend, need to open a PR to main with some of the changes I have done recently.

For repo creation and management, we can use the gh CLI which is installed on all GitHub Action runners: https://cli.github.com/manual/gh_repo_create

So generally, bot 2 will have

/cdp-build which will create the repo, add the external collaborator, run the cookiecutter, edit the scraper file, and push (infrastructure build happens automatically) -- this should also update the tag on the issue from new instance to deployed and close the issue.
/cdp-destroy which will destroy the infrastructure and then destroy the repo
