in particular these need to set the appropriate close state (i.e. state=CLOSED, failedbyme, isReply, etc) or else AB will automatically send additional close frames.

sendCloseFrame can be used to send payload = 1 (by only providing reasonRaw without code), can send invalid close codes, can send invalid utf8 in reason and reasons+code length > 125.

in other words, sendCloseFrame does not error checking on its arguments, but sets all internal state like normal.

sendClose does argument error checking and reason string to utf8 conversion.

hopefully this is sane and sufficient. i close the issue. should it not be sufficient, we can reopen ..
