doing the same checks as in issue #8, whatever we decide on for GFF/VCF starts should also fix this issue in creating Intervals from a list

e = pybedtools.cbedtools.create_interval_from_list(d.fields)

Ah, I forgot about that. Once this is done in c++, I think this part will work as it should.

closing since this has been done for a while in create_interval_from_list(), which gets lines from pybedtools.helpers.IntervalIterator
