You'll need Python 2.5+. You should be able to download a zip file from the main repo, and then use:
pip install trackhub-master.zip
This will download and install fabric (used for uploading files to your server) and install trackhub.
I've never installed in on windows. It may be tricky, because fabric needs to compile some code in order to support SSH. You may need cygwin for this, see http://stackoverflow.com/questions/9000380/install-python-fabric-on-windows.
