As far as I'm aware IUPAC has not endorsed this nomenclature. Given that it's very niche I doubt it's worth the effort to support. For text-mining purposes given that likely only a small number of these structures have been synthesised a dictionary would probably be sefficient.
In fused ring nomenclature normally the descriptors are separated by comma, colon if comma has been used, and semicolon if colon has been used, hence the use of . to seperate the descriptors is also a bit unusual.
