Handle devices that become ready after enumerating is completed

Devices that are not ready at Heimdalls start are written to an array. When the Surveillance Mode is set to Armed or Partially Armed all devices are checked for their ready state and against the array. If a device is ready and in the array the add device routine is run for that particulair device and the device is removed from the array.
This change is now being tested.

Also added functionality that writes a device that was ready but not anymore to an array and a message is written to the History. When the Surveillance Mode is set to Armed or Partially Armed all devices are also checked against this array and when they are ready again a message will be written to the History
