I'm by no means a developer, but if my thinking is correct - this might be a simple rest/api call to make riight after saving the user?
Based on https://www.keycloak.org/docs-api/23.0.0/rest-api/index.html:
PUT /admin/realms/{realm}/users/{id}/reset-password
Where CredentialRepresentation is the MobileNumber:

I solved this here:

It's a code edit that pulls in classes from the 2FA SMS repo and uses it to create the mobile number credential during import
