Project settings are imported in mockdjangosaml2 app settings, so it is not imported into itself. Value of MOCK_SAML2_USERS in mockdjangosaml2 app settings.py is the default value, so it is only used when MOCK_SAML2_USERS is not defined in the project's settings so getattr with fallback is used.
