Polymer bug has been fixed, which resolved a lot of issues. Still many failing tests though so leaving this open.

I haven't taken the time to investigate this yet, so I don't know exactly what needs to happen. You could take a look, or I will likely take a closer look within the next week or so.

OK, I have a pending CL which resolves all but the following tests:
- firebase_collection_test
- iron_behavior_active_state_test - timed out
- iron_dropdown_test
- iron_fit_behavior_test
- iron_menu_behavior_test
- iron_menubar_behavior_test
- iron_overlay_behavior_test
- iron_resizable_behavior_basic_test
- paper_dialog_behavior_test
- paper_input_test
- paper_material_test
- paper_menu_test (also failing for js element)
