Hello yes it is intended, the OTP code allows you to register your device and make connections to the API (at this point the secrets needed to communicate with the API are already stored encrypted on your disk with a password stored in your keychain, cf #55).
The master password is never communicated to our server it is only here to decrypt the local vault that has been dowloaded during a sync event right after the device registration.
The email is triggered upon successful OTP validation / device registration, but it doesn't mean someone has the password to access the content of the vault.
