So---what is the problem?

Hmm I wonder whether you're seeing the same thing, even within what I pased above into this issue. I just checked on my phone and it is slightly different. Here's what I see via screenshots,(note the vertical dotted lines aren't aligned)

Maybe this is a Chrome / high DPI thing? For you is it aligned correctly?

It looks like the ⋮ character is thinner in the font that is used in Jupyter. (And the ╲ is wider). So it is not really a fixed-width font---fixing that is beyond my powers.

Cool, I'll close this. Any ideas where (if any) might be the right place to file a bug report?

I've tested a few "monospace" fonts on my system, and most of them get the character width slightly wrong. You should find out which font you're using, and file a bug about this to them.
