I had a similar issue, small QR codes looked good in Chrome but were unscannable in Internet Explorer. Adding useSVG: true to my QR code and implenting your fix solved it.

One other issue is that the SVG QR Codes don't seem to follow the height/width you specify. That can be added by changing line 198 to the following

var svg = makeSVG("svg" , {'viewBox': '0 0 ' + String(nCount) + " " + String(nCount), 'width': _htOption.width, 'height': _htOption.height, 'fill': _htOption.colorLight, 'shape-rendering': 'crispEdges'});

from qrcodejs.
